Township Clerk David Barkhausen
The Clerk’s office also serves as the distribution point for election materials to the precinct election judges. A native of Shields Township and a resident of Lake Bluff since 1984, David Barkhausen was elected Township Clerk in 2005.A graduate of Princeton University and the first class of the Southern Illinois University School of Law, David brings a legal and financial professional background and long record of public service to the Township Clerk's position. He served two years in the Illinois House and 14 in the Illinois Senate from 1981 to 1997 and five years on the Illinois Labor Relations Board from 1997 to 2002. David is also a member of the Lake Bluff Village Board. David has a fee-only life insurance consulting business, Life Insurance Advisors, Inc. He and he wife, Sue, a Lake Forest District 67 teacher, have two sons, Wicks and Billy.

Voter Registration
Early Voting
Voters may now cast
their ballots beginning on the Monday that is 22 days before the election.
Early Voting is available at the North Chicago City Hall for
North Chicago residents, at Elawa Farm (1401 Middlefork Drive, Lake Forest)
for all other Shields Township residents, and also at the Lake County
Clerk’s office in Waukegan. Early voting ends the
Thursday before the Tuesday election and is replaced by in-person absentee
voting at the same locations for those who certify that they are unable to
vote in person on election day. Absentee Voting
Those who will be out of town or otherwise unable
to make it to be polls on election day have the option of voting early or
casting an in-person absentee ballot as described above or requesting that
an absentee ballot application be sent to them.
An absentee ballot application may be requested by calling the Lake
County Clerk’s office at 847-377-2406 or through their web site at:

Those who are regular absentee voters – such as
disabled persons, college students, or those with second homes - may
register well in advance with the Snowbird voting by mail Voting absentee for disabled voters Registering to Vote You must be a United States citizen, 18 years old by the next election (a 17-year-old can register as long as his/her birthday is on or before the date of the next election) and have resided in the voting precinct for 30 days prior to the next election.
