Shields Township Highway Commissioner
Your Township Highway Commissioner is elected to oversee the Township Highway District, which cares for all the roads in the unincorporated areas of the Township.

In many respects, the Shields Township Road District is an independent government. Though the Township Board of Trustees certifies the Highway Department’s levy, the Highway Department operates and provides its services separately, working cooperatively with other Township departments and local officials to provide a high level of community service.

 

Please Note:
It has been determined that brush and holiday tree pick-up activities of by a township road district are illegal because they are not authorized by Illinois statutes. Please see the letter from the Highway Commissioner and the Illinois Attorney General’s Opinion on the subject

Shields Township Highway Commissioner
Bill Goodman

Born and raised in Shields Township and Lake Bluff, Bill Goodman was elected Highway Commissioner in 2005.

Bill has spent his working life in the construction trades, at first as a carpenter, then as a window salesman, and later as a sales manager. He helps manage a local window business in Lake Bluff. Bill is also a volunteer firefighter in Lake Bluff, and holds the rank of Lieutenant.

Bill and his wife, Cathy, have five children ranging in age from eight to 18.

The unincorporated areas of Shields Township include 9.3 miles of roadway in:

Arden Shores North — Located north of Route 176 off Green Bay Road.

Arden Shores South — Located north of Route 176 off Green Bay Road.

Knollwood — Located between Route 176 on the south, Atkinson Road on the north, Route 41 on the east and Bayonne Avenue on the west.

Services for unincorporated areas
Unincorporated areas are those that are not located within the jurisdiction of another municipality, such as the City of North Chicago, the Village of Lake Bluff, or the City of Lake Forest.

Road maintenance
The Department provides a variety of services as part of local road maintenance, including crack sealing and repaving of roads, care of drainage ditches, general repair of right-of-ways, signage repair and replacement, among others.

 

 

 

 

 

Permits required
For any work done on or near the road right of way, including but not limited to drainage, driveway grading, or culvert repair, a J.U.L.I.E. locater markup is required (phone 800-892-0123) and a permit and bond MUST be obtained from the Shields Township Highway Department.

Snowplowing
All vehicles must be removed from roadways when snow begins to fall so that snowplows can work. Vehicles remaining on roadway must be towed at the owner’s expense.
